 The existing building is located south of the downtown area on an urban site within the Vassor Village community. The Mull & Weithman team completed Phase I of the project which consisted of replacing the roof and building envelope repairs in 2009. Phase II consisted of the design and renovation of approximately 120,000 s.f. of interior space to accommodate the Police Property & Evidence storage functions. The project includes large warehouse storage space, public auction area, narcotics and weapons storage areas, DNA freezer storage, Long Term DNA storage, and Police Division Quartermaster and Uniform storage areas.

As part of the Phase II design process, the Mull & Weithman Team conducted master planning for the Woodrow Building to accommodate the future Police Crime Lab. The final master plan and programming process brought the Police Property & Evidence functions with the Police Crime Lab, and the Crime Scene Search Unit (CSSU) under one roof. Currently, these entities are located in three separate locations across the City. This process included the preparation of existing space diagrams, inventories of equipment, personnel assignments, and future growth considerations. The completed Phase II design included construction of the Police Property & Evidence and CSSU spaces, along with future infrastructure requirements and space allocations for the Police Crime Lab.
